How that's confirmed (and whether it's your choice) varies by state; for financial powers you can usually decide, while personal and health powers in several states begin only once you lose capacity. A few states have an extra step: in Tasmania, for example, both documents must be registered with a government office (fees apply) before they take legal effect.
